新年伊始，万象更新。值此新年之际，市委、市政府谨向全市各族干部群众、驻市部队指战员、武警官兵、公安干警和消防救援队伍指战员，向各民主党派、工商联和无党派人士，向离退休老同志，向在外辛勤打拼的三亚儿女，向关心、支持三亚发展的社会各界人士，致以节日的问候和良好的祝愿！
As we usher in 2019, everything takes a new look.Taking this occasion, SanyaMunicipal Committee of the CPC and Municipal Government would like to extend our best wishes and greetingsto variouscadres and masses of all ethnic groups in Sanya, to stationed forces, armed police, public security policeand commanders of fire rescue brigades, to various democratic parties, federation of industry and commerce,non-party personages, theretired veterancomrades, industriousfolks working outside Sanya, as well as to people from all walks of life who care about and support the development of Sanya.
刚刚过去的2018年，是三亚发展进程中不平凡的一年。我们认真学习贯彻习近平总书记“413”重要讲话和中央12号文件精神，扎实推进三亚总部经济和中央商务启动区、深海科技城、南繁科技城、大学城、三亚港（含南山港）和全球动植物种质资源引进中转基地规划建设；开展百日大招商（项目）活动，落实“百万人才进海南行动计划”，引进一批大型企业总部或区域、板块总部注册落地，吸引一批急需紧缺人才到三亚就业创业；成功举办首届海南岛国际电影节，打造国际化文化“新名片”，当好海南自由贸易试验区和中国特色自由贸易港建设标杆。
The year 2018has been a truly remarkable year in Sanya"s development history. We learnt and implemented in real earnest the underlying principles of Chinese President Xi Jinping’s important speech delivered on April 13, 2018 and the document No. 12 issued by the Communist Party of China Central Committee and made solid progress in the planning and construction for a batch of initiatives, such as the launch zone of SanyaHeadquarters Economy and Central Business District, Deep-sea Science and Technology Town, NanfanScience and Technology Town, University Town, SanyaPort (including Nanshan Port) and the Global Transfer Base for the Introduction of Plant and Animal Germplasm Resources. We have launched campaigns like 100-day Large-scale Investment Promotion Event, and put into action the “One Million Talents Entering Hainan Action Plan".We have introduced a host of large-size enterprises headquarters or regions and sectors to register and settle in Sanya, hence attracting a large number of talents in urgent need and short supply to work and start business in Sanya. What’s worth mentioning is that, the First HainanInternational Film Festival was successfully held in Sanya, creating a "new business card" of international culture and dedicated efforts were made to set a benchmark in the construction of Hainan Pilot Free Trade Zone and Free Trade Port with Chinese Characteristics.
我们坚决落实新发展理念，实现三亚经济高质量发展。预计2018年，全市地区生产总值增长7%；地方一般公共预算收入首次突破百亿元大关，增长13.3%；全年接待过夜游客增长11%，旅游总收入增长15 %，其中入境游客增长17.41%，旅游外汇收入增长2.57%；三亚凤凰国际机场旅客吞吐量突破2000万人次，成为国内首个迈入2000万级俱乐部的非省会地级市机场。
We put in place with a resolute mind the new development philosophy tosecure high-quality economic development in Sanya. It’s estimated that, in 2018, the local GDP saw a growth by 7%.Revenue from local general public budgetexceeded 10 billion yuan for the first time, up by 13.3%.The number of overnight tourists received increased by 11% in the whole year, and the revenue of tourism in total grew by 15%, among which the number of inbound tourists saw an increase by 17.41% and the foreign exchange incomeof tourism rose by 2.57%. The passenger throughput of Sanya Phoenix International Airport exceeded 20 million person-times, making it the first airport which fell into the category of non-provincial capital and prefecture-level city in China ranking among 20-million-club.
我们推动改革开放向纵深发展，重点领域和关键环节改革取得新成效。深化“放管服”和商事制度改革，不断提升营商环境法治化、国际化、便利化水平；创新实施以医保支付方式改革为抓手推进紧密型医联体建设，获得国务院通报表扬；全国首创“路长制”，打造交通和治安管理新格局；举办澜湄国家旅游城市（三亚）合作论坛、第68届世界小姐总决赛、庆祝改革开放40周年暨2019新年音乐会、三亚国际音乐节等大型赛事论坛会展活动，成功申办2020年亚洲沙滩运动会，有力提升三亚国际知名度和美誉度。 “大三亚”经济圈区域协调发展迈出新步伐。
We pushed ahead reform and opening-up in a further way and scored new results in key areas and links. We deepened the reformsdesigned to delegate powers, improve regulations, and provide better services as well as optimizing the business systems so as to create a more attractive investment and business environment which is law-based, international and convenient.We innovated and implemented the reform of medical insurance payment to promote compact health alliance, which won praises by the State Council in a circular. We pioneered the "road head system" nationwide to create a new pattern of traffic and public security management. A host of successful events have helped to greatly raise Sanya’s international popularity and reputation, 2018 Sanya Forum of Lancang-Mekong Tourist Cities Cooperation, the 68th Miss World Final, the Concert Celebrating the 40th Anniversary of Reform and Opening-up & the New Year 2019,ISY Music Festival, to name just a few. Moreover, we have won the bid to host the 2020 Asian Beach Games. As such, new strides have been taken in regional coordinated development of the "Greater Sanya" economic circle.
我们坚持以人民为中心的发展思想，坚决打赢防范化解重大风险、精准脱贫、污染防治三大攻坚战。积极化解房地产、政府债务等领域风险，完成年度减贫任务101%；持续推进生态环境六大专项整治，实施城市净化、绿化、彩化、亮化、美化“五化”工程，三亚山更绿、水更清、天更蓝、空气更清新、城市更美丽，荣获“2018美丽山水城市”称号。特别是加大民生项目建设力度，全年民生支出139.6亿元，占全市地方一般公共预算支出的78.1%，老百姓关心的教育、医疗、住房等民生问题得到进一步解决，人民群众的获得感、幸福感和安全感进一步提高。
Our vision of making development people-centered has been acted on to ensure success in the three critical battles against potential risk, poverty and pollution. We actively resolved risks in real estate, government debt and other areas, and fulfilled the annual target for poverty reduction at 101 %. Increased efforts have been made to promote“six specific programmes” and "Five projects"(“Five projects” are purification, greening, coloring, lighting and beautification.) to preserve ecological environment.It is these efforts that have made Sanya all the more lush, clear, blue, fresh and picturesque, thus winning the title of "2018 Beautiful Landscape City".In particular, efforts were intensified to improve people"s livelihood. The annual expenditure on people"s livelihood mounted to 13.96 billion yuan, accounting for 78.1% of the local general public budget. Issues of common concern such as education, healthcare and housing have been further addressed. By so doing, we have helped people feel more satisfied, happier and more secure.
我们大力培育和践行社会主义核心价值观，涌现出了一批好人好事，唱响了新时代主旋律，传递了三亚正能量。曾记得，一名俄罗斯女游客突然晕倒街头，一名孕妇突然当街临产……我们的爱心市民、执勤民警、环卫工人、旅游警察、出租车司机等及时施予援手，使他们转危为安。类似善行义举，每天都在三亚上演着，温暖着来自四面八方的国内外游客。
We have vigorously fostered and practiced socialist core values, and a number of good people and good deeds have emerged. Our country’s underlying values for the new era have been echoed and the wave of positive energy felt throughout society is building. We still remember vividly when a Russian female tourist fainted suddenly in the street and a pregnant woman was about to give a birth down the street, it is our kind-hearted citizens, police on duty, sanitation workers, tourism police, taxi drivers and others lending a hand to ensure their safety.Similar deeds of kindness and charity are repeated every day in Sanya, showering warmth to tourists from all over the world.
2019年是新中国成立70周年，是全面建成小康社会关键之年，也是高标准高质量建设自由贸易试验区的关键一年。新的一年，市委、市政府将团结带领全市各族人民，深入学习贯彻习近平总书记“413”重要讲话和中央12号文件精神，全面贯彻落实党中央、国务院决策部署和省委、省政府决定要求，充分发挥改革开放“试验田”作用，打造海南全面深化改革开放新标杆；深化供给侧结构性改革，推动三亚经济高质量发展；推进区域协调、城乡一体、军民融合发展，服务和融入国家重大战略；全面践行“绿水青山就是金山银山”的理念，着力打造国家生态文明建设示范市；加强和创新社会治理，不断提高人民群众获得感、幸福感和安全感；坚持全面从严治党，为三亚当好海南自由贸易试验区和中国特色自由贸易港建设标杆提供坚强组织保障。
The year 2019 marks the 70th anniversary of the founding of the People"s Republic of China.It is a crucial year for building a moderately prosperous society in all respects as well as building HainanPilot Free Ttrade Zone in a high-standard and high-quality manner. In 2019, Sanya Municipal Committee of the CPC and Municipal Government will unite and lead the local people of all ethnic groups. And more importantly, we will learn and put into action earnestly the underlying principles of Chinese President Xi Jinping’s important speech delivered on April 13, 2018, the document No. 12 issued by the Communist Party of China Central Committee in addition to the deployment of the Central Committeeof the CPC and the State Council as well asthe decision of the CPC HainanProvincial Committee and Provincial Government.We will give full play to its role as the pilot ground for reform and opening-up and set a benchmark in deepening reform and opening-up on all fronts. We will further supply-side structural reform in an effort to promotehigh-quality economic development. We will engage in regional coordination, integration of urban and rural areas, integration of military and civilian development, and integration of services into major national strategies. We will fully put in place the development philosophy that "Lucid water and lush mountains are as valuable as gold and silver" and strive to build a demonstration city of national eco-civilization.We will strengthen and make innovations in social governance to raise people"s sense of fulfillment, well-being and security. We will focus on full and strict governance over the Party, offering a strong organizational guarantee for Sanya to become a benchmark in the construction of HainanPilot Free Trade Zone and Free Trade Port with Chinese Characteristics.
习近平总书记说：“伟大梦想不是等得来、喊得来的，而是拼出来、干出来的。”新的一年，让我们更加紧密地团结在以习近平同志为核心的党中央周围，以习近平新时代中国特色社会主义思想为指导，在省委、省政府的正确领导下，改革创新、奋力拼搏、苦干实干，加快建设世界级滨海旅游城市，努力在“大三亚”经济圈中发挥牵头示范作用，在海南自由贸易试验区和中国特色自由贸易港建设中打造标杆，在践行“三区一中心”定位中当好先锋，在争创新时代中国特色社会主义生动范例中勇做“排头兵”，成为海南打造展示中国风范、中国气派、中国形象的靓丽名片的引领者，以优异成绩迎接中华人民共和国成立70周年.
As Chinese President Xi Jinping once said,"A great dream will not come true through waiting or chanting slogans; it can only be fulfilled with hard work and perseverance." In 2019, let us unite more closely around the Central Committee of the CPC with Comrade Xi Jinping as the core and the Xi Jinping Thought of Socialism with Chinese Characteristics for a New Era as the guide.Under the correct leadership of the Hainan Provincial Committee of the CPC and the Provincial Government, we will focus on reform and innovation and work hard so as to step up the building of a world-class coastal tourism resort. Let us work together to play a model role in the "GreaterSanya" economic circle, and set a benchmark in buildingHainanFree Trade Zone and Free Trade Port with Chinese Characteristics. Let us work well as a pioneer in cementing the strategic position of “three zones and one center”(The three zones and one center is to build Hainan into a pilot zone fordeepening reform and opening-up on all fronts, a pilot national ecological zone, a major national strategic logistics zone and an international tourism and consumption center.) and emerge as a forerunner when creating the vivid example of socialism with Chinese characteristics for a new era. Let us work hard to be the leader in Hainan’s pursuit of a beautiful walking card to display China’s manner, style and image as a major country, and embrace the 70th anniversary of the founding of the People"s Republic of China with outstanding achievements.
