The theme of this Congress is holding high the great banner of socialismwith Chinese characteristics, fully implementing the Thought on Socialismwith Chinese Characteristics for a New Era, carrying forward the greatfounding spirit of the Party, staying confident and building strength,upholding fundamental principles and breaking new ground, forgingahead with enterprise and fortitude, and striving in unity to build a modernsocialist country in all respects and advance the great rejuvenation of theChinese nation on all fronts.

全党同志务必不忘初心、牢记使命，务必谦虚谨慎、艰苦奋斗，务必敢于斗争、善于斗争，坚定历史自信，增强历史主动，谱写新时代中国特色社会主义更加绚丽的华章。
It is imperative that all of us in the Party never forget our original aspiration and founding mission;
it is imperative that we always stay modest, prudent, and hard-working;
andit is imperativethat we have the courage and ability to carry on our fight.
We must remain confident in our history, exhibit greater historical initiative, and write an even more magnificent chapter for socialism with Chinese characteristics in the new era.
一、过去五年的工作和新时代十年的伟大变革
I. The Work of the Past Five Years and the Great Changes in the First Decade of the New Era
五年来，我们党团结带领人民，攻克了许多长期没有解决的难题，办成了许多事关长远的大事要事，推动党和国家事业取得举世瞩目的重大成就。
Over the past five years, our Party has rallied the people and led them in solving a great number of problems that had long gone unsolved, securing many accomplishments that hold major future significance, and achieving impressive advances in the cause of the Party and the country.
三件大事
十年来，我们经历了对党和人民事业具有重大现实意义和深远历史意义的三件大事：一是迎来中国共产党成立一百周年，二是中国特色社会主义进入新时代，三是完成脱贫攻坚、全面建成小康社会的历史任务，实现第一个百年奋斗目标。这是中国共产党和中国人民团结奋斗赢得的历史性胜利，是彪炳中华民族发展史册的历史性胜利，也是对世界具有深远影响的历史性胜利。
The pastdecade marked three major events of great immediate importance andprofound historical significance for the cause of the Party and the people:
Weembraced the centenary of the Communist Party of China;　
we ushered in anew era of socialism with Chinese characteristics;
and we eradicated absolutepoverty and finished building a moderately prosperous society in all respects,thus completing the First Centenary Goal.
These were historic feats–featsaccomplished by the Communist Party of China and the Chinese peoplestriving in unity, feats that will be forever recorded in the Chinese nation’shistory, and feats that will profoundly influence the world.

We havesecured historic achievements and seen historic changesin the cause of the Party and the country, and taken China on a new journeytoward building a modern socialist country in all respects.

经过不懈努力，党找到了自我革命这一跳出治乱兴衰历史周期率的第二个答案，确保党永远不变质、不变色、不变味。
Through painstaking efforts, the Party has found a second answer to thequestion of how to escape the historical cycle of rise and fall. The answer isself-reform.By doing so,we have ensured that the Party will never change its nature, its conviction, orits character.
新时代十年的伟大变革，在党史、新中国史、改革开放史、社会主义发展史、中华民族发展史上具有里程碑意义。
The great transformation over the past 10 years of the new era marks a milestone in the history of the Party, of the People’s Republic of China, of reform and opening up, of the development of socialism, and of the development of the Chinese nation.

Ⅱ. A New Frontier in Adapting Marxism to the Chinese Context and the Needs of the Times
归根到底是两个“行”
马克思主义是我们立党立国、兴党兴国的根本指导思想。实践告诉我们，中国共产党为什么能，中国特色社会主义为什么好，归根到底是马克思主义行，是中国化时代化的马克思主义行。
Marxism is the fundamental guiding ideology upon which our Party and our country are founded and thrive. Our experience has taught us that, at the fundamental level, we owe the success of our Party and socialism with Chinese characteristics to the fact that Marxism works, particularly when it is adapted to the Chinese context and the needs of our times.
不断谱写马克思主义中国化时代化新篇章，是当代中国共产党人的庄严历史责任。
It is the solemn historical responsibility of today’s ChineseCommunists to continue opening new chapters in adapting Marxism to theChinese context and the needs of the times.
“六个必须坚持”
继续推进实践基础上的理论创新，首先要把握好新时代中国特色社会主义思想的世界观和方法论，坚持好、运用好贯穿其中的立场观点方法。
To keep advancing theoretical innovation on the basis of practical experience, we must, first of all, gain a good command of the worldview and methodology of the Thought on Socialism with Chinese Characteristics for a New Era and adhere to and make good use of its stances, viewpoints, and methods.

Ⅲ. The New Journey of the New Era:Missions and Tasks of the Communist Party of China
中国共产党的中心任务
从现在起，中国共产党的中心任务就是团结带领全国各族人民全面建成社会主义现代化强国、实现第二个百年奋斗目标，以中国式现代化全面推进中华民族伟大复兴。
From this day forward, the central task of the Communist Party ofChinawill be to lead the Chinese people of all ethnic groups in a concerted effort torealize the Second Centenary Goal of building China into a great modernsocialist country in all respects and to advance the rejuvenation of the Chinesenation on all fronts througha Chinese path to modernization.
中国式现代化的中国特色
中国式现代化，是中国共产党领导的社会主义现代化，既有各国现代化的共同特征，更有基于自己国情的中国特色。
Chinese modernization is socialist modernization pursued under theleadership of the Communist Party of China. It contains elements that arecommon to the modernization processes of all countries, but it is morecharacterized by features that are unique to the Chinese context.
中国式现代化是人口规模巨大的现代化，是全体人民共同富裕的现代化，是物质文明和精神文明相协调的现代化，是人与自然和谐共生的现代化，是走和平发展道路的现代化。
It is the modernization of a huge population.
It is the modernization of common prosperity for all.
It is the modernization of material and cultural-ethical advancement.
It is the modernization of harmony between humanity and nature.
It is the modernization of peaceful development.
中国式现代化的本质要求
中国式现代化的本质要求是：坚持中国共产党领导，坚持中国特色社会主义，实现高质量发展，发展全过程人民民主，丰富人民精神世界，实现全体人民共同富裕，促进人与自然和谐共生，推动构建人类命运共同体，创造人类文明新形态。
The essential requirements ofChinese modernization are as follows:upholding the leadership of the Communist Party of China and socialismwith Chinese characteristics, pursuing high-quality development, developingwhole-process people’s democracy, enriching the people’s cultural lives,achieving common prosperity for all, promoting harmony between humanityand nature, building a community with a shared future for mankind, and creatinga new form of human advancement.
两步走战略安排
全面建成社会主义现代化强国，总的战略安排是分两步走：从二〇二〇年到二〇三五年基本实现社会主义现代化；从二〇三五年到本世纪中叶把我国建成富强民主文明和谐美丽的社会主义现代化强国。
To build China into a great modern socialist country in all respects, we have adopted a two-step strategic plan:
Basically realize socialist modernization from 2020 through 2035
Build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful from 2035 through the middle of this century
未来五年是全面建设社会主义现代化国家开局起步的关键时期。
The next five years will be crucial for getting our efforts to build a modern socialist country in all respects off to a good start.

Education, science and technology, and human resources are the foundational and strategic pillars for building a modern socialist country in all respects. We must regard science and technology as our primary productive force, talent as our primary resource, and innovation as our primary driver of growth. We will fully implement the strategy for invigorating China through science and education, the workforce development strategy, and the innovation-driven development strategy. We will open up new areas and new arenas in development and steadily foster new growth drivers and new strengths.

We will remain committed to law-based governance inHong Kong and Macao and maintain constitutional order in these two specialadministrative regions as stipulated in China’s Constitution and their basiclaws.

Resolving the Taiwan question is a matter for the Chinese, a matter that must be resolved by the Chinese.

Corruption is a cancer to the vitality and ability of the Party, and fighting corruption is the most thorough kind of self-reform there is. As long as the breeding grounds and conditions for corruption still exist, we must keep sounding the bugle and never rest, not even for a minute, in our fight against corruption.
“五个必由之路”
全党必须牢记，坚持党的全面领导是坚持和发展中国特色社会主义的必由之路，中国特色社会主义是实现中华民族伟大复兴的必由之路，团结奋斗是中国人民创造历史伟业的必由之路，贯彻新发展理念是新时代我国发展壮大的必由之路，全面从严治党是党永葆生机活力、走好新的赶考之路的必由之路。
All of us in the Party must remember: Upholding the Party’s overall leadership is the path we must take to uphold and develop socialism with Chinese characteristics; building socialism with Chinese characteristics is the path we must take to realize the rejuvenation of the Chinese nation; striving in unity is the path the Chinese people must take to create great historic achievements; implementing the new development philosophy is the path China must take to grow stronger in the new era; and exercising full and rigorous self-governance is the path the Party must take to maintain its vigor and pass new tests on the road ahead.
时代呼唤着我们，人民期待着我们，唯有矢志不渝、笃行不怠，方能不负时代、不负人民。
The times are calling us, and the people expect us to deliver. Only by pressing ahead with unwavering commitment and perseverance will we be able to answer the call of our times and meet the expectations of our people.
